I've been creating anthro soldier designs for a while and my biggest issue has been gear ergonomy. How would it be more convenient for hearing protection, radio headsets, gear straps, water bags and so on to go around an animal head or body, how to avoid losing ear mobility and hearing, impairing claw articulation, bite strength, whisker sensitivity, how to make tails balance and communicate, in short, how to maximize their animal capabilities when strapping them with essential gear.
Also, how to mantain very different diets like that would be logistically complex, as well as special skin and fur care issues.

Best way to do it is to form a task force based off of need.
Lets say were doing military. In a world like zootopia some species just couldnt join due to stretched and easy to shoot forms or speed issues
For a ranker you would probably see just about any species, given a gun thats usable by them, and then split into a rifle squad ala us marines style. The systamatic racism works incredibly here for officers and leader material due to the populace already seeing those species as fitting that role anyways.
For special ops you could have literally anything so much as theirs a use for it. Mice spies are probably used nonstop and depending on the loadout and conditions systamatic racism works well here too.
Amphibious attack force? Any aquatic mammal.
Infiltration and Counter Terrorism? Look for anyone fast and small enough to carry an assault rifle, remember how the marines one time infiltrated througu a toilet?
Zootopia has a huge advantage in military specialization due to once again systamatic racism. With proper drilling and a large enough pool of recruits you can basically handle things however you want.
As for armaments it can easilt be done as well.
Churn out a standard issue rifle. If they cant hold it they cant join as a ranker.
As for things lile the special forces gear they woild have to recruit based off of availability. A p90 in a rabbits hands would be devestating.
The huge boon to armaments is that some wouod be large enough to carry heavy armaments without vehicle support. Allowing more firepower to get to crazier places.
I cant remember the name of the gun that the US slaps onto hummers, or at least used to, but the thing is retarded heavy, imagine the devestation of bringing that gun to a mountain pass.
