He's a character called Oswald from SCUD: The Disposable Assassain.
The titular character is a robot which can be cheaply purchased at a vending machine and sent to kill a target. Once this is done, the robot self-destructs. Our Scud sees the warning label on his back, and, in the middle of his mission to kill a colossal mutant, decides he wants to live, and instead of killing the mutant he wounds it and puts it on permanent life support whilst he takes new jobs to keep the two of them alive.
Oswald is an earlier generation of these purchasable assassin robots. However, the explosives inside of him were removed some time ago.
It's a comic that includes such things as cyborg mafia dudes, former statesman and master of the dark arts Ben Franklin, the British space program, and dimensional travel. Fun stuff.
