What's worse is that the actual toy does not have ankle pivots a rare case where the Japanese promo shots are completely different from the actual toy a problem all of his forms had except for PuToTyra

Sadly pretty common for that time. Transitional shit was happening at Bandai and a lot of SHFs suffered for it. Nazca could have been one of my favorite SHFs of all time if he'd just had proper ankles...and diecast feet, which would have been great to help counterbalance his rather heavy upper body with the two long scarves and bulky armor.
Anyway, the real problem with the OOO ankles was bad engineering. Ball ankles don't have to be bad, for example Gills has em and they work great. The OOO ones were just placed too deep for them to have any sort of decent range.
