I would recommend a guy named bupiti who you can find on tumblr & deviantart. he makes sculpture figure things in drawthreads on various boards here, he's a nice guy with good skills. i dunno what he charges though & he lives in brazil or some shit so the shipping alone is like $18 to the US.

but yeah i dont think there's a general/popular place for solicitation, you've just gotta check out some forums & the other sites we've suggested.

Look at etsy for existing listings, check DevArt, Flickr and Tumblr for artists.
There is a ahitton of rubbish though and the really skilled artists are usually booked out and/or very expensive.
