Pretty much this, but prepare for intense suffering. Most of the SOTA SF figures are quite pricey/rare now, especially if you want P1 colors. And to make things even worse, some of them are quite fragile (esp. female figures, the vast majority of mine broke or came broken).

Does PAK still have the license? They haven't released anything since Ibuki. I have Cammy/Sakura/Ibuki and they're not bad, people complain too about them but they're too big and there's something off about them.
I'd love a Figma/Figuarts, you'd think a big franchise like SF would get some figures. I have the SOTA figures and they're great for the price they used to be and the fact that they're ten years old but we deserve something better.
