I really hate to criticize, but my railroad autism won't let me get away with this.
Both driver wheels on the locos should be flanged. There should be no problems with them binding up on 4-4-0's.
Proportionally, I think the tenders are too tall and too long. The Rogers' cab roof has a little too much slope to it.
Other than that I like it.

That can be easily changed in the final version that Lego makes. Also, I was thinking about the potential for custom builds, such as combining both locos and making a crazy 4-8-4 loco. Having flanged and unflanged drivers gives more possibilities for custom models.

You are 100% right. They are that way in order to accommodate power functions (battery box, IR receiver, etc.). Also, its a nightmare trying to make highly-detailed train cars without using the standard Lego train car frame pieces, so I used the shortest one available.

That's about as a low a slope as I can get to ensure that the edges of the roof don't go out further than the walls of the cab. One of my objectives is for each locomotive to not be wider than eight studs at any point (the max width of the train track sleepers/ties).
