Also I am not sure what you mean by decent soldier material. There are lots of roles for soldiers in modern military systems that require different skills. I don't know if there's enough of a physical difference between the sexes for it to really matter, I'll leave the experts to discuss that. Point is there is nothing other than social norms that prevents women from becoming physically fit and trained for war.
Someone asked if any culture has ever relied on women warriors. To my knowledge, the answer is no, most cultures have either let fighting be something for the men or relied on a combination of male and female warriors. This does not mean that women are incapable of filling military roles. The Scythians have been mentioned. The Dahomey Royal Guard is another example, as is the current Israeli military. And the Amazon Rain Forest is so named because Europeans saw tribeswomen fight alongside the men.
All are examples that go against the commonly observed trend of war as the sole domain of men. Some might say exceptions prove the rule, I would be more inclined to say that such examples prove that there is no truly adequate explanation for not using women warriors other than simple social norms.

Pretty much every female character I've ever used art for--including NPCs when GMing--has been at the least a bit on the cute side unless they're like an old crone or something. And I do the same with the men.
Why? Because it's make believe, so having most people look pretty/handsome/cute/whatever doesn't actually matter that much. Even the stereotypical grumpy scarred veteran has a little jolie laid/laide to them. Why not? So why not make attractive women warriors?
Trying to force this limit or that limit on fantasy as a whole because of how it is here is absurd. If it fits the world in question, it fits the world in question. People who insist fantasy is always super realistic just don't make sense to me. Take it on a setting-by-setting basis.

Well yes, they'd make OK fighter pilots due to their low mass and clerks, but neither of those I think the military is particularly eager to do.
And the problem with them in active combat roles on the front is that they simply aren't capable. They can't carry as much weight without getting injured, and they can't lift as much. For example, the crew on a tank or APC is expected to be able to do repairs on it when needed. A female soldier simply struggles to lift the stuff that already strains the males, like tracks. Or dragging a downed friend into cover. Their lack of strength simply endangers everybody else and sinks the unit. The issue is that they AREN'T capable, but they're being put in those roles anyway to make the military look good.
Then there's other issues too. My cousin recently enlisted in the army and went through basic, and he told me NONE of the sergeants yelled at the female recruits out of fear of being charged with harassment. The women basically breezed through shit without getting smacked around much by the Sergeant. Thus you get a soldier who is not prepared at ALL for combat.
