I have no real idea of how the internet works (beside the common knowledge), but I doubt that SSL would do something about a block.

I can confirm that in the UK it works. I believe this is because they use the same system that they use to block CP which does DPI against URL blacklists, and no ISP here is insane enough to do SSL interception because it would ruin their reputation forever.
