Have you ever watched matches from that era? Shots werent remotely as precise/fast as they are today. Obviously had to do with the average players equipment including shoes and ball. Its piss easy to save penalties when you can literally wait because of how slow the shots are.
Also: back then the average player was way less competent. The only reasons penalties are true 50/50 nowadays is because people are paid professionals who makes millions a year and can properly shoot a ball. That was not the case in the 60s, not even remotely.
