Not as long as there are 32 teams, no. Given the general amount of talent in the league, there really shouldn't be more than 12-14 teams in the league right now, but since there aren't guys like Richard Jefferson somehow get meaningful minutes in the NBA finals.
Like 90% of the talent in the league is in maybe 10 players. Parity in a 32-team league is impossible.
