Liverpool's stadium had a total capacity of like 45k, so the average is like 95%. They are actually getting a bigger main stand this summer.
The Etihad is much bigger, so even if they average 50k a game, there are still some 15k empty seats.

Liverpool's stadium has a capacity of 45,000, Man City's stadium has a capacity of 58,000. So of course they have lower attendance. Also, these attendance stats are nearly always based on tickets sold, not the number of people who actually show up.
