64 teams in 16 groups of 4, top 2 advance to a second group stage with 32 teams in 8 groups of 4, and just continue from normal like that. instead of drawing from pots for the 8 groups though, they get auto-seeded based on their results (points > difference > scored) in the first group round in order to give teams an incentive to play well even against shittier teams if they want a better group in the second stage.
