Michigan was arguably the hardest hit in the 70s. Literally the entire state's economy revolved around the automotive industry. Unlike, say, Pittsburgh, Detroit hasn't been able to find another industry to fill the void. Which is odd, since Pittsburgh's rebirth has been through the medical field thanks to the University of Pittsburgh. I'm not sure why UM hasn't been able to bring Detroit back.
There are also tons of political issues involved, with public pensions, "city managers", and other shit. Even the geographic size of Detroit is a problem. It's a large area, which is very expensive to maintain with police, fire, street lights, etc., especially when there's no tax base to pay for anything.
