It's easy, just remove the goalkeeper role. Have only eleven outfield players, none of which can use their hands. Make the goals smaller if necessary.
This pretty much solves everything.

but ontop of that you should make the goal BIGGER and remove the top post entirely
the teams should be expanded to have 18 players on the field at any time and the pitch of the ground should be expanded so it is a big oval like a cricket ground
If the game is tied when the time ends, the handball rule is removed
