That was no accident.
28 teams. 7 pairs of 2 (the top 2 in each group) make it through to the Round of 16. The top 2 3rd place teams also advance to the Round of 16, adding a sort of wild card element, but not an absurdly boring 4 / 6 3rd place teams going through. Instead, 2 / 7 go through, making it more exciting and preventing teams from slacking off too much. There wouldn't be "just getting by" as there clearly has been throughout the group stage of this tournament.

28 teams. Top four seeds do double elimination, most aggregate goals gets first ranking, second is second. Then 6 groups for the bottom 24, top two in each advance, then sixteen including the top 4 to get to final eight, which is a double elimination. Mean while there are loser brackets for each team eliminated from both e group stages, winners of that face the top group winner in a triple threat match
UEFA has 55 member states, draw them into 8 groups (7x7 + 1x6) The group winners qualify automatically to the last 16 of the tournament, the 2nd-3rd placers qualify too. They are put into 4 groups of 4. The 1 and 2 qualify from each group (8 altogether) where they meet the 8 qualificiaton group winners. And from that on, knockout format like now.
There are still 24 teams, but there are less shitty group matches, fewer shitty teams go through, and qualificaton would have at least some meaning.
