No, it's actually because of the tournament format. Smaller teams like Albania, Romania, etc not only got into the tournament but are also given a chance to advance even further without having to win a single match. So they either hold on and we get a 0-0 or maybe 1-0, or they fail and the opponent gets the single goal, maybe a second one after they realized they lost and stopped caring (see Albania, both of Ukraine's games).
Germany-Poland and Portugal-Austria are the only games with a chance for over 3 goals this round.
