Because (through the Finnish civil war and the Winter War) Finland managed to curb Soviet (and thus communist) influence and as such it has been a Westernized, capitalistic country for over a century. Of course it was technically neutral in the Cold War like Sweden, but that was just to keep the Soviets away from them. Finland is a modern, rich country with high standards of living.
Czechia (as part of Czechoslovakia) was a second world country, i.e. aligned with the Soviets, it was communist and it is a Slavic country with Slavic customs, thus Eastern European, not Western European. Only recently has the country seen improvement and it is now on the same tier as the poorest Western European countries (Portugal and Spain) in many aspects, but still quite poor.
To make it even it should be 12/12

Definitely not. I've been to both countries and Finland definitely felt like a more Western, modern country which could be mistaken for a country like Germany easily if you didn't know better. It's not different from other Western countries in any aspect, apart from language.
Poland on the other hand feels like an Eastern European country, nowhere in the big cities does it feel like a Western country, it's too poor and has a Slavic feel to it.
