It exists this way because of history. We invented the game. The first international sides were the home nations. We're the guardians of the rules of football (FIFA only gets a 50% vote)
Attempts have been made for a GB team, but the smaller nations don't want to because they know they would be under-represented in a combined side (i.e. England would dominate). Also even most English fans don't want a GB team. It's generally seen as a corporatey, "let's destroy the culture of football" sort of move.
Also we're separate nations in rugby so why not in football? I've never seen anyone ever suggest a combined GB team (apart from the British and Irish Lions obviously... but that team is obviously completely separate to the national sides)
