They probably didn't put enough drainage structure under the pavement. Since it looks like the track is built into the ground, they have to deal with not only water that directly hits the track area, but also any water that is right below the surface. A lot of the older tracks built up berms for the corners so they're elevated, which helps with drainage. It also doesn't help that Texas has been inundated recently.

You can't just bolt on a canopy. There are many issues with driver extraction and they would also need to devise a cooling system for the drivers. WEC can barely do it for its LMP1s. Now try jamming that all into a single seater. It might be possible in the near future but right now the cost of development and testing would be massive. It's stupid to implement knee-jerk reactions for safety; it takes time.
