dunno about india, but corruption is deeply ingrained in chinese society, which doesn't allow grassroots development and real infrastructure for the game, all youth academies have their cash siphoned off into a corrupt system that places making money above creating a good product.
alot of former pro's never made enough money during their palying careers and either dont' have the know how on how to coach as well as there just aren't that many good coaching oppurtunities for them, so they just hang around youth academies and local club sides, using their connections during their playing days to either "sign" promising young players (ie hold them hostage kinda like what happened with neymar, the players are of course much worse) or look for disgruntled players to throw games to make money gambling
also due to the recent economic upturn in the last 10/20 years it's become part of the chinese culture not to follow athletic pursuits, outside of being part of a government system (ie for the olympics) it's seen risky devoting too much in sports since that means you dont' study as much to get that cushy office job, engineering, etc etc
