From what I read the flag is supposed to symbolise an ideal of peace between Irish Catholic nationalists and the Protestant Orangemen, sharing the island together. It's supposed to represent that even the Orangemen are welcome into the Republic of Ireland.

the Republic of Ireland and Northern Ireland are two different countries. "Ireland" is the island they are on. Northern Ireland is part of the Sovereirgn State "The United Kingdom" whereas the Republic of Ireland is it's own Sovereign State.
