The only way i could see him start games is in the group stage next to Kroos, to boss shit teams but he only just got back from injury so it probably wont happen. In the latter stages he will be too weak defensively so either Can or Khedira have to play alongside Kroos. He will mostly be a backup for Kroos or maybe get subbed in late for an attacker to secure a lead.
Let's be honest, he hasn't done anything since the world cup and hasn't played a single game for months, he's a crock and long past it.
