Cycling, like other types of sport of this type of muscular effort is not very dependent on how long ago you started. It's all natural talent. It's sport where the creative part is almost non existent.
The only thing you can actually improve that's depended on how long you're at the sport are things like positioning in the bunch, descending, handling etc. Things that are pretty easy to be competent at.
For example, a very good rower will always be a very good cyclist. There are quite a few of these examples.

For example, look at the story of Joaquim Agostinho, that started pro cycling at 25 after years where he just used his bike every day just to go to work (that's how they found him, the professional team training near where he lived could not keep up with him and his 20kg steel bike), he went to win his first Volta 2 years latter.

I tend to disagree with you there. Eddy Boss had a high vo2max in his youth, higher than Greg lemond, yet he has turned out to be a flop. Genetics are important, but training and nutrition pay a larger role than you assume. Also, good 'ol Edgar can turn any old rider from Barloworld into a 2 time Tour winner.
