Mascherano is a DM playing some sort of CB-sweeper role a bit like Javi Martinez in Bayern. It sort of works there because of the whole system. But outside of the system, individually speaking, they're both shit CB because they simply aren't CB (plus Mascherano is a midget)
Ramos is better than Piqué individually. That's not saying much because Piqué is a joke. But Ramos has a tendency to alternate fuck ups with great displays. Which doesn't make him a very reliable CB. I'd play him in the midfield desu, as a DM.
