they had pens on the stand and they were separated by giant fences
the police were doing a shit job of getting fans inside the ground through turnstiles
so they opened up one of the (exit) gates to let people in
people naturally went towards the main entrance - which should've been blocked off - and into the two main pens which were already pretty full.
the two other pens were almost completely empty and the police failed to direct fans to the empty pens and just let them go to the full pens.
then the crush started and the commander in charge froze

My uncle and mum were at the match (forest supporters not liverpool) and said it the blame could put placed upon both fans and the police; many ticketless and drunk fans were causing disorder and the police turned the other way out of pure laziness thinking they could get away with not doing their job properly
