Because Rooney is not a midfielder. He can play in midfield, but he doesn't have the attributes you need to play in midfield in an international tournament.

Yes, impressive. But playing in midfield against, say, Swansea at Old Trafford, means you aren't tested like you are at international level.
Rooney has no pace. He has limited strength as well, surprisingly so for someone so stocky/fat. He is weak in the air, he can't tackle and running with the ball has never been his strong suit. His stamina is waning, his first touch is often abysmal. Actually abysmal.
So why play him in midfield? So he can play one glory pass per half, while conceding possesion and actually harming the team? Or because "It's Rooney" and so you want to crowbar him into the team because of his name?
Rooney is low on form, low on fitness and low on confidence. To fit him in somewhere will harm England, not help; it will be a kick in the face to every player who has played at their maximum all season, and who deserves to play instead of him.
