And yes, I do realize it's different in Europe due to history of the domestic leagues and the fact there are a lot of different countries and cultures you have to deal with, but you'll have to find a way to solve that and consolidate the top teams to create a truer competition, and therefor champion.

The punishment for losing is just that, you lose. Nobody wants to do that, not in a predominately masculine culture such as ours. Not sure what it's like in Britain, but having to add additional punishment for losing just isn't necessary in NA. You'll have to create a system that allows for a more severe form of discipline (how about relegation/promotion!) for losing I guess.

examples like dortmund winning 2 leagues in a row a couple years back, atletico winning la liga 2 years ago, and leicester probably winning the PL this season shows that you dont need billion dollar squads to win leagues if you make up for it with good coaching and professionalism.

It was like that in commie times, every club had a "patron", i.e. Legia was military club, Silesian clubs were miners' clu etc. and they were owned by state, but nowadays it's like anywhere else.

Cities do help clubs, but rarely, if at all own them. The closest I can think of is Zagłębie Lubin, which is owned by state-owned concern.

In sports like the NFL, NBA and MLB it would be super counterproductive for a relegation promotion system. Economically their hands are tied. If the shitty ass Lakers got dropped to the D league the NBA in general would lose a shit ton of money on tv deals and such. Same with the other sports. In England there is a pro/semi pro soccer club every 5 miles compared to how spread out NA is..

Not saying one way is better than the other im just saying it works out that way best.
