The punishment for losing is just that, you lose. Nobody wants to do that, not in a predominately masculine culture such as ours. Not sure what it's like in Britain, but having to add additional punishment for losing just isn't necessary in NA. You'll have to create a system that allows for a more severe form of discipline (how about relegation/promotion!) for losing I guess.

Cities do help clubs, but rarely, if at all own them. The closest I can think of is Zagłębie Lubin, which is owned by state-owned concern.

In sports like the NFL, NBA and MLB it would be super counterproductive for a relegation promotion system. Economically their hands are tied. If the shitty ass Lakers got dropped to the D league the NBA in general would lose a shit ton of money on tv deals and such. Same with the other sports.
