it's like they've built it just out of annoyance, attached to the outside of the actual boardwalk/street, without care, just to shut people up or make a pose.
thing is, the waves are high enough to break past this bike path and into the boardwalk itself, as you see in the picture.
any decent city would instead build this by the side of the street, before the boardwalk and present it as part of a project that should integrate it into the city.
they've built this bike path just for show and to pocket money.

in são paulo it's scattered, with no beach, and Brasilia is like Las Vegas, without Las Vegas. Brasilia is a shit town recipient to the political buildings, was idealized that way, and that's it.
There's no fun, nor wind and it's extenuating to walk on it, it's meant for cars. There's no beach and nothing to compensate the lack of it.
Politicians are there a third of the day at most.

The height of the waves doesn't even matter that much. Sure bigger waves are stronger, but reinforced steel is strong enough to withstand that.
The real problem is the frequency of the waves. You know how glass can be broken with sound? The strength of the soundwaves is not the problem, it's the fact that a certain frequency resonates with the glass. In the same way the smaller waves can resonate with the concrete.
