Youth players don't get a shot a Chelsea because they just buy big name players. Spurs have clear routes into the first team and let's be honest- one Kane makes the entire endeavour worthwhile along with a coach who will play young players. Not all of them will make it, obviously but some will. I'd put money on CCV and KWP.
U-21s are heavily reliant on physicality- prime example is Souley Coulibaly who tore it up in a youth World Cup (it was like 6 years ago and I can't be fucked looking it up) but couldn't deal with not being the biggest and quickest.
