No, a Punter would never be a first round pick unless it's a situation similar to the Raiders drafting Sebastian Janikowski where they had no cap space to sign a proper first round pick.

Even if someone isn't the best at their position, or less talented overall as a player than another prospect, if they're a Quarterback, Defensive End/ 3-4 OLB, or Offensive Tackle, they're pretty much shot up to First round status because how valued those positions are.

Basically, unless it's a ridiclously talented player, the majority of the first round is OTs, QBs, and DEs, with WRs and CBs matriculating in usually the second half of the first round.

it goes by necessity, teams draft players based on what was lacking the previous season; this is why we most always see QBs and lineman being drafted in the first round, since both are usually the foundation of the offense/team. Most teams organize a large spreadsheet with multiple scenarios and draft picks, outlining possible players and moves to make to either maximize your draft pick or get the missing piece(s) of the puzzle

Should another team take the player you're after, you either move on to the next player or trade the draft pick to another team who has a chance at a player they want.

There are a lot of dedicated scouts for every NFL team whose only job is to watch college players and evaluate how good they think they'll be in the NFL. When a given team is ready to pick they have a lot of factors influencing the decision. Usually who a team selects depends on two main factors: which player who hasn't been selected is the best overall, and which player most fits the needs of a team. Players selected by teams ideally have a balance of talent and good fit.

But the short answer is they never know they're picking the right guy. The talent level is way different in the NFL and a lot of guys who are great in college never pan out in the NFL.

Punters/kickers are overall not valued as highly as other players. Unless a kicker is freakishly talented one will probably never be taken in the first. Teams will always have a bigger need.

A punter was drafted in the first round, Ray Guy, he was great, but that was a RP move by Al Davis, who was known for stupid shitty picks, just to shove it in everybody's face when they won with them.

If the Raiders drafted Joe Delamiellure, they would have had 3 HOF offensive linemen on the same side, probably would have taken a few SBs away from the Steelers.

The thinking is that the team will improve thanks to the right draft picks. Look at all the number 1 picks who went on to completely change their team's fortunes. Peyton Manning and Cam Newton are two great examples.

Of course there have ben some superstars who just flat out refuse, and are big enough to get traded to a team of their choice. Eli Manning is the best example of that
