I called it back in 2008 with City coming in and being richer that now all the mercenaries were going to join them instead and now with PSG around it's going to be even tougher. They don't have the prestige that Real and Barca have either, you always see top players saying they "only want to play for real/barca/bayern but never Chelsea".
They're fucked unless they're very smart in the transfer market which Conte has shown he can be. Whether or not he'll actually have any control over that or enough time to make a difference remains to be seen. Not to mention the premier league is MUCH more competitive than serie a.
