Among the A6 class (basically GT3 with custom BoP) you can find a RS01 with french GT3 homologation, a Porsche 911 GT America from last years IMSA GTD regulation and a Huracan Trofeo from the Lamborghini Cup Series
The A6 class has special regulations where it is subdivided into two different classes (Pro and Am). The differences are quite big and explained in detail in the event regulations starting on page 88 of this pdf (http://www.creventic.com/uploads/files/24hseries/regulations_2016/Sporting_and_Technical_regs_24HSERIES_2016_version_6%20November_2015_APPROVED.pdf). I am sure the rules will also be explained on the live stream by the radio le mans team later on.
We already had two fires during pre race sessions where the No. 7 HB Racing Lamborghini Huracan GT3 had a fire in the wiring loom. The No. 16 Black Falcon Mercedes-Benz SLS AMG GT3 had it worse though as the whole car burned down on the outlap in FP2. Assenheimer received burns to face and hands and cannot participate in the race anymore. Worth noting is that the spare chassis, which finished second at the Gulf 12 Hours before Christmas, had passed into driver of the #3 Abdulaziz Al-Faisal’s personal collection and was bound for a museum after being displayed in the paddock for this event.

Dubai is part of the 24h Series. Regarding Code 60, I think the Dubai 24h race two or three years ago introduced track-wide speed limits to help with clearing accidents making safety cars obsolete (in theory). Since then the system was adapted by a lot of racing series. VSC in F1 is basically nothing other thant this. The Code 60 flag is now being used in the VLN series at the Nürburgring for track section speed limits as track wide code 60 wouldnt make sense because of the length of the track.
Code 60 also found its way to WEC last year I think

I think the idea was for it to make thinks more level when it was a race done only by amateurs in unclassified cars, but now that they run organized classes and have pro teams it doesn't make any sense. It doesn't make sense in the first place really, several amateur leagues here run quite well without lap time limits.

A bunch of gentlemen drivers bitched about how they weren't able to compete for the overall/class win in GT3 against teams that had 2 or 3 pro guys in the lineup. So the organizers came up with a rule that allowed the Am class entries to fill up the entire tank during the pit stops and in return wouldn't allow them to run under a determined laptime. This way they could battle for a class win and maybe have a shot at the overall podium depending on their luck. Most of the amateurs approved the change when it came out, actually. The main problem is that some of the gentlemen drivers think too high of themselves and genuinely belive they should have a shot at winning the race overall or at least taking the class win despite being 4 or 5 seconds slower, so the organizers had to do something about it. They could be more like Tracy Krohn. Krohn at least recognises how slow he is and races mostly for fun

This is the unofficial start of the motorsports season. The 24h series are a bit more amateur than the other long enduros coming up.
