Every Year players who've never been in the nfl have the opportunity to declare that they are entering the draft. 95% of them is young college players at least 3 years removed from high school.

There are seven rounds, and the draft order for each round is determined by inverse standings of last year's season(except for playoff teams.)

Once a player is drafted, the team "owns" that players rights for a few years.

they don't throw existing players back into the draft, that's not the point. it's a system for new "amateur" players to be picked, usually from college but not necessarily (see: players that came from the USFL or NFL Europe back in the day).

the way it works is that the new incoming pool of players that have not been in the league yet all "declare" for the draft. they have to do this, they can't just ignore it and sign with whoever they want to anyways at a later time.

then during draft day, there are 7 rounds (more than 32 picks per round in the later rounds) where every team takes turns selecting who they want to call "dibs" on. being selected doesn't mean they are obligated to play for them, it means that the drafting team gets priority. after getting drafted, the team and the agent of the player go into contract discussions for how much the player will be paid and for how long.

so, if the player refuses to play for the team that drafted them (rare), they have 3 options basically: demand a trade, wait out the period that the team owns their rights (several years, can't play in the league during that time), or suck it up and sign a contract with them anyways.

for all the players that went through the draft process but didn't get drafted even after the 7 rounds are done, they become undrafted free agents (UDFA) and can sign with anyone they want, because no team owns the right to sign them first.

after the player's rookie contract expires or is close to expiring, they can initiate contract negotiations again. some players will end up cut or traded from the team before that point, but the ones that survive their whole contract term can become unrestricted free agents after their contract ends, allowing them to sign with any team. assuming they aren't franchise tagged, of course.

it's also worth noting that draft picks are a league-recognized commodity, so they can be used as bargaining chips in all kinds of trades between teams.
