I'm sure there are a lot of Mormon students that go to Utah. But its a public school who's main purpose is to educate students in Utah so a lot of non Mormons apply there and go there.
As for costs Mormon residents would pay 5,000 in tuition a year to go to BYU compared to 8,000 they would have to pay to go to Utah so BYU is cheaper for them. Its also 5,000 a year for Mormons to go to BYU Hawaii and BYU Idaho so those schools are also cheaper for Utah mormons to go to than going to Utah.
