Rams did something semi-similar last night, basically, on fourth and short, have your team line up and simulate the snap in all kinds of goofy ways to either catch the other team offsides, or force them to burn a timeout to figure out what the fuck you're up to. there are certain rules in taking penalties, which result in yellow cards for poor sportsmanship. you can't do a dummy run, for example. other than the panenka the only legal penalty trick shot i can think of is a lay-off, just found this one.
