Liverpool were relevant up until about 5 years ago tbf. They won the CL in 2005, appeared in another final in 2007, a semifinal in 2008, they were one of the highest-ranked teams in Europe up until 2010 when their finances went to shit. And you could argue that they briefly became relevant again in 2013/14. And they're still extremely popular, so they're relevant in the sense that a lot of people care about the team, even though they're kind of mediocre on the field. They're kind of the Dallas Cowboys of soccer.
