The biggest problem has been coaching really. Yeah that JJ's fault but lots of owners hire bad coaches, and none of the picks really seemed terrible at the time. All the shit about him being a bad GM is overblown, Cowboys have actually usually had good talent. Coaching has sucked, and sometimes it's just bad luck (a bobbled snap here, a slew of injuries there...)

This doesn't play anymore. Jerry has failed as a GM for 20 straight years. There is no one else to blame BUT Jerry. No other owner would tolerate the ineptness of a GM with Jerry Jones' record for 20 fucking years.
The Cowboys will never win a Super Bowl with Jerry Jones as GM. The reality is that last season was the abnormal season for Jerry. Since 1995 the Cowboys have under performed consistently and drafted consistently poorly. What's worse, is the few good draft choices he has lucked into were over shadowed by inept coaching and a dysfunctional locker room brought on by Jerry's need to be the star of the show. Just ask yourself how many other NFL owners have their own weekly TV show?

JJ isn't really the GM anymore. Will McClay, Stephen Jones and Garrett basically took over after the disastrous 2010 offseason.
Since then, the Cowboys drafts have been more consistent and well rounded. I believe McClay took over fully in 2013 and the last three Dallas drafts have been great.
JJ is basically just the figurehead. Sure he had a hard on for DMC and might have pushed that through, but it's not like it was a bad deal or hasn't worked out.
