kinda. the "new" Browns and their history are considered part of the old Browns franchise, and the Ravens are their own franchise with their own history since their formation in 1995.
The old Browns owner Art Modell basically packed up the entire Browns franchise, moved them to Baltimore and renamed them, leaving Cleveland with no team until the league forced their re-establishment in 1999.
