The problem is that teams just don't have enough discipline to play them well. But there's going to be times where the ball hits the inside rim and bounces out and you can't do much to control that. Even so, if you're open, unharried, and not tired, I'm sure 3pt percentage would be much higher (Maybe even like, 80-90% high, if you believe the stories of practice Curry).
But in a world where someone is going to run out at you, and you might be sweating it from running back-and-forth so much (Even as a highly-conditioned athlete), you won't hit your perfect technique very often at all. You'll have slight deviations that aren't entirely noticeable, and over the course of the arc of the ball that slight deviation has changed into one large enough to clang off the rim.
Good 3pt shooters have demonstrably better percentages than middling 3pt shooters because they minimize the slight deviations that cause the variance of a jump shot through hundreds of thousands of repeated muscle memory practice. But minimizing variance is still all they are doing.

Anywhere on the Peninsula down to San Jose is going to be fucking expensive. Across the Bay, all along its eastern side are going to be cheaper places to live, but they're all infested with minorities. There are nice neighborhoods, but they get expensive.
Going over the hills is a better bet.
Lafayette, Walnut Creek is a good area, but little that's affordable. A little further north to Pleasant Hill or the certain parts of Concord are nice. But both have a little Mexico running through them in the form of Monument Rd.
Down south of WC is Alamo, Danville and San Ramon. Very nice, very white areas, but mostly very expensive. This is where I'd recommend looking.
Further down you get to Dublin and it's mostly decent, but occasionally ghetto. Also houses the largest jail in the area, so lots of trash floats in.
