The positions have gotten pretty screwed up after 100 years. iirc, fullback was retained from rugby, and teams added a quarterback position (ie if the fullback lined up 1 yard behind the center, then the quarterback would be 0.25yds). The quarterback couldn't run the ball just hand it off, and eventually became able to pass later on. Then the quarterback role became primary instead of the fullback and that role ended up getting moved around to create space for the running back/ half back positions.
Basically, a back is a person, and the quart part comes from lining up traditionally a quarter behind the line of scrimmage and the fullback.
