Weidman's footwork isn't quite as good, his kicks are nowhere near as good, his submissions aren't as good, and his athleticism isn't as good.
Weidman's ground game in general, takedowns, head movement and hands are all better, though. If Rockhold fights extremely defensively, Weidman is going to have a bad night. Bisping couldn't even land a punch on Rockhold and Bisping has better footwork than Weidman does, and his hands are probably a bit faster, too.
Machida's kicks weren't utilized in his fight vs Weidman because of Weidman's wrestling. Rockhold is not afraid of the fight going to the ground, that's probably his best chance of winning.

Machida not kicking had nothing to do with Weidmans wrestling. When he was able to get off the cage he was landing them no problem. He wasn't throwing them for most of the fight because Weidman had him constantly on his back foot because he was pressed against the cage. You can't throw kicks when your weight is on your back foot. I could go on about your dumb analysis you keep putting forth, but I thought I'll just give you a quick tip for now.
