My roots look dark sometimes but I'm a natural blonde. My eyebrows, eyelashes, leg/arm hair, and pubes are all blonde. She may just be a darker blonde then her highlights and dirty blonde stacked looks dark? Or it's the sun has bleached the old hair out more? If there is a very straight line very obvious black/dark brown two inches of root then sure. I dunno but here's a pic of my eyebrows and you can even see some dark roots.

I have a ginger friend with blonde brows and lashes and she dyes her hair blonde because she dislikes her natural color. She can get away it with because of that, and also because her hair is already very light. She looks better as a blonde anyway.
Anna was blonde as a kid, but her hair darkened with age.
