The best you can do (short of getting fillers/plastic surgery) is usually to drink a lot of water (mine look better when my skin is well-moisturized, anyways) get an appropriate amount of sleep every night, and maybe pick up a concealer from the drug-store to take care of the dark circles/purple-y shadows under them.

I'm not usually a fan of facial hair, but it looks like it might balance your features out if you tried to grow some. Might just be the angle, but it looks like you have nice eyes&lips, but a disproportionate arrangement of features. Growing a beard (or changing your hairstyle) could make your face look longer & balance out the forehead-to-chin ratio.

if you're doing it on your on at home, look up some infographics first for tips on how to shape them. also remember to brush them upwards first so that you can see exactly where you're working, if you're worried about overplucking.
i'm no photoshop wizzard but I made a redline of the lines that you should (imo) emphasize. If you pluck below the lower line & trim above the top line, I think it would give you a good result.

Beanies are hard to pull off. I usually slide mine father back on my hairline because it can create the illusion of a shorter-longer face. It also looks like yours is made out of a stiffer knit than mine; I just have a really cheap floppy black one from ebay, because the stiffer ones can make your head look elongated. I know they're kind of trendy atm tho, so can't really get too preachy.
