you've got one hell of a voice, and don't need too much to get some good shit going. I built my studio over the course of 6 months and $3400 spent (most of that on a 16-channel mixer), but for the basics you don't need more than $400 or so.
First, download, install, and learn how to use Audacity. It has basic versions of the the features you'll find in professional audio editors. Find a metronome track somewhere and play it via headphones while you record.

Next, get a digital IO for your computer. Focusrite is the entry-level standard, but there are cheaper ones out there. I've used them in other people's studios and they're good, but there are cheaper alternatives out there, and they usually work okay. I used a cheapo $80 version myself for years, mainly for VO stuff. You'll want one with a least two channels.

Then you're going to want a decent mic. I recommend either a Rode condenser or a Shure SM58. You'll want a stand, but if you're moderately crafty and hard up for cash you could probably jerry-rig one from a broomhandle and a short length of plank.
