Yes. This is something that a lot of people misunderstand. 2D women and 3D women are more like concepts. These video game characters (3D CGI too) you're referring to all belong on the 2D plane. Even if they're technically in a 3D environment because of the media you know them from, the actual characters and their souls exist in the 2D world. Most people, even supporters of 3DWANI, don't understand the separation of media and the 2D people. A drawing of an anime is just that - a drawing. It's no different from me painting a picture of you. It's not you, but it's an artist's representation of you.
It's the same way with an animation, or in your case a game. The things that happen in these official sources are more like a snapshot of the characters and their world, but told in the best way possible. A game can't show all 24 hours of the day and every day of an adventure. It's not economical and no one would play it. Things might be slightly different from what really happened because, again, it's an artist's representation of the characters and events.
tl;dr 3D video game girls are the same as 2D girls because they exist in the 2D world. The 3D games you play are just short stories retold by someone in our world.

The drawing itself is in a gray area.The anime splits from the 3D and starts her own, usually unremarkable, life. They're kind of like half-lings. An artist who draws images like the one you posted must be a cruel person because the anime might not live a nice life.
