Meme is french for 'same' and we use the french's pronunciation. In french if a word has an 'e' at the end of it you don't pronounce it.
Pepe isn't exactly a french name and derives its roots from Latin or Spanish. Of course it's involved with other romance languages like Italian, but we won't discuss that because in other languages it's a nickname rather than an actual name.
It's debatable whether Pepe originates from old Spanish or old Latin, but the two versions of the name Pepe likely both linguistically evolved separately and ended up with the same pronunciation/spelling later on.
The Latin version of Pepe is a christian name that's an acronym of "Pater Putaivus" (P.P. And pronounced PE-pe). Pater Putavius means "adoptive father" or, a more accurate translation, "considered father (but isn't)."
The Old Spanish version of Pepe is a popular etymology and is the most favored by experts. It's a reduced from of "Jusepe," the old spanish form of "José" (our version of José/Jusepe is Joseph.) The Spanish version of Pepe is also pronounced PE-pe.
However interestingly enough Pater Putavius refers to Joseph, the husband of the virgin Mary, which is the same origin of José. It appears both languages were influenced by judeo-christian names due to catholic influences, and, despite regional differences, evolved separately into the same name by pure coincidence. It's remarkable how a single name, Joseph, can separate and evolve in vastly different ways in drastically different cultures, but ultimately reconcile after centuries and become essentially the same name again.
Anyway, the verdict is this: Pepe the frog's name is likely the Spanish version, because the Latin version of Pepe has been dead for awhile.
Regardless though, the pronunciation is the same, and all of this doesn't really fucking matter.
