Stinky dinkies represent benefits for refugees, and Leguizamo represents the goverments complacency with their crimes.
One stinky dinky is foreign aid, not accepting refugees, but helping out other countries, possibly as reparations for past offenses.
Two stinky dinkies is accepting refugees into your country, and the actual stinkies from the dinkies represent damage done to the country by the refugees.
With 3 stinky dinkies, we've reached a breaking point, and the smell (crimes) are becoming too much for the country and its government (Leguizamo) to handle. Of course, at the beginning of it all, it was Leguizamo himself who created the stinky dinky problem in the first place.
