Yeah pretty much. I think cartoons were exported just before decolonization happened, and to thank us they copied our methods. It's why most anime characters are white with blue eyes. The people in Japan don't look like that at all but culture is not about race, it's about communal efforts to create worthwile enterprises, a.k.a. memes. It's the memes that matter, humans are just the medium, the playing field if you will.
