I cant summon any Phantom NPC's. I'm embered and have looked at all the places they are supposed to be and nothing. Please help.

Make sure you don't have a set password active for summoning. This will prevent you from playing with others (except for the ones with the same password) if you do.

depending on the npc you have to fulfill quest stuff before you can summon them
