Individually, it's not possible to x-ray through:

1. Padded clothing like bras.

2. Multiple layers of clothing.

3. Shit quality quality photo

Let alone all of those at the same time, as is the case with the pic you posted. Anything you've seen on the contrary was a fake, not an x-ray.
